Yes, the example you show here is a Q fare on KE...

Korean Air is not the most generous partner when it comes
to EQM on CO... The Q fare, as far as I can tell, does not
accrue any EQMs on CO.

However, Delta sometimes offers a fare that costs just about
the same, on the same flights (using a DL flight number on a
Korean-operated flight) that does accrue EQM, sometimes 100%.

Regarding how to find these... there are probably different
ways depending on what you want to do, but one easy way
is to use the "flexible date" search on Travelocity. It will
list fares from various airlines... You can then click on the
"fare rules" for that fare, and see the booking code for that
fare.
