One thing is certain, I need a better informed travel agent. If I had one, I'd be flying through Europe and instead of the SA flight from ATL to JNB!
I'm no authority on this issue (what with my lowly 600 odd posts...). But, take a look at this note from Skyteam Partner Korean Air's homepage. This gives some credibility that you seem to be subject to the lowest baggage weight, even if all flights are on the same reservation:

"Airlines limited the weight of Excess Baggage Allowance"
For passengers originating from the USA and Canada with a connecting fight, please be adivsed some of the U.S. and Canadian carriers such as Northwest Airlines, United Airlines, and Air Canada have reduced of have a plan to reduce Economy class free checked baggage policy for international travel, to reflect new weight limits of 50lbs (23kg) each for up to two pieces.

A fee will apply to those bags in excess of 50lbs, and the overweight fees may vary depending on the carriers. For more information, contact the applicable carrier. "
