Hotels obviously want to discourage "over-occupancy" of rooms. They probably don't like "party-hearty" types booking a room intended for two people and filling it with a crowd of rowdy college kids. (Of course, it isn't only "college kids" who destroy hotel rooms, as another recent thread can attest! )

If that was your intention, of course you can book it for two people and then have more stay in the room. Problems could arise if you are noisy, rowdy, and/or destructive, though. @:-)
