2 guests vs 3 guests - different rate

starwood.com shows different (higher) rate for the same room if I enter 3 adults per room as opposed to 2 adults per room.
doesn't make any sense right? it's still the same room. two double beds. the hotel is in the U.S.
what is the reason of rate being higher if there is one extra guest?
I thought this can only happen in Europe not here

can I book a room for two adults but actually have 3 people stay there. is there any danger of getting any trouble with that. I can't see any except for not getting 2 double beds? can this happen? the reservation says two double beds
