Yes, he should get standard compensation if he is involuntarily denied boarding, just like you mentioned that he was in a later post. It sounds like he just got stuck because of the stupid TSA watchlist which is very unfortunate on a sold-out flight, but I would have to agree that the TSA is to blame in this case rather than SWA. It would be terrible to be in that position though, and that is one of the big drawbacks on OLCI.
