Not quite accurate. Most public transport systems have adjusted holiday schedules with reduced frequencies, reduced capacities and certain cancelled services that normally operate at peak times during work days. And this is arranged by management.
In the Netherlands, there is zero train service after 20h00 on New Year's Eve and no resumption until after 01h00 in the twilight of the New Year, except for select international trains, which apparently are guarded ferociously to prevent domestic cheaters using them... supposedly all to get people to where they want to be early and avoid a crush around midnight, or already drunken revelers vandalising trains and stations etc. (And I suppose nowadays, to prevent terrorism...)
