If the illegal strike is still going on, you will have difficulty getting a taxi downtown. If you're even LUCKY enough to get one, they will gouge you. They tried to gouge me this morning (long story) and I would not put up with it. They will charge you whatever they want as they won't turn on the meter. What's worse....you'll be sitting in bumper to bumper traffic.

Here is what I would do. Take Amtrak to Newark Penn Station. Get on the PATH train to Hoboken. You may have to switch trains at Pavonia/Newport. Exit at Hoboken and go to the NY Waterway ferry. Take the ferry to Pier 11/Wall Street. Then walk uptown to Grand Street. This is ridiculously cumbersome but I don't know of any other way for you to get to Grand/FDR than to go this convoluted method.
