Definately not. I had the same experience. 3 of us, ages 16, 11 and 10, flying on a family fare (2 "adults" over 12 pay and the child flies free) were upgraded from WT+ to CW, without any status or even asking at check in. The CW cabin was
full of kids (not sure about upgrades) but more than 50% of the CW passengers were younger than 18
