Pataki could say to workers, show up tomorrow, on the terms of our previous final offer, else you're fired -- for good. At the same time, announce that jobs will be available in two days to experienced bus drivers. He could also set up a plan to have managers and some new hires have a few key subways lines running within a week or so.

The key here is that it is a plausible plan, and that large numbers of workers would show up for work tomorrow.
