I agree - with Domestic there are so many alternatives to queueing. If I had a problem at International I would join the shortest premium line (probably First) and explain my concern when I reached the agent. By the way, at SFO the shortest line is "No checked bags" on the First/Business/Star Alliance Gold check-in sector
