We've got Cingular phones as well and they seem to work OK for us on the airport grounds. I've had identical luck in the baggage claim area.
To get a better signal, you might try waiting somewhere along Rt 606. When the phone rings, you can get into the airport via the back way (Ariane Way -- the street off Rt 606 that goes over the Greenway near the toll booths) pretty quickly.
