So if you take out b and c, I would say those poor people in the a category probably should be rewarded EXP for flying 100 segs, and putting in all the revenue ($800 RT SJC-SNA?!). And, with short flights like that, there's probably multiple carriers they could fly, so why not make them loyal?

I think the number of EXPs who "don't deserve" it (potentially me ) will be few in number... and would be an acceptable cost.
