It's Singapore. By the time you make it from your gate through immigration to baggage claim, your bags will be waiting for you, especially if you're in business class

FYI: the ATM is very close to the taxi stand (which is indoors). If walking towards the taxi queue and the queue itself is to your right, the ATM is on your left. You won't miss it. Changi is a 24-hour airport and getting a taxi at that hour should not be a problem (though I usually land at just before midnight). The fare on the meter will be less than S$15 to get to the City but there's a 50% surcharge after midnight so S$20 or thereabouts is the going rate.

My guess is you'll be checked in and in bed by 2am, but don't hold me to that!
