yes but it would cost even more miles since HAN is in another region (SE-Asia). I'd call the M&M hotline, make a reservation for the award ticket and issue it after miles have credited and book the Beijing-Hanoi ticket in china (given you don't have to go to Hanoi right away). I have no clue about china, but usually, tix bought there are much cheaper.
