You are correct, also note fo SFO, they only apply to 10/28 not 1/19, since 1/19 is not used for ILS due to it's "short" length. Other airfields will have the hold shorts on all runways if they are all used for ILS approaches. One of the pilots can chime in, but I "believe" they have to do at least one autoland every 90 days.
19L has ILS, 19R does not. Here's the 19L plate - http://www.naco.faa.gov/d-tpp/0513/00375I19L.PDF . I suspect that a second system wouldn't get the use to justify it. Like the 28s the runways are too close to use two ILS's at the same time without a SOIA PRM setup.

There is no ILS for runways 10 or 1, I hear that the surrounding hills preclude it more than the common use by prevailing winds. I was on a flight that did a 10R VOR/GPS-B approach recently which would have been ILS had it been there.
