Wouldn't this make the whole concept of a "restricted" ticket meaningless? When you purchased your ticket, you agreed to pay a fee if you wanted to make a change. In return for that, you paid less for your ticket. The whole point of the fee is to encourage you to buy an unrestricted ticket if you think there is any chance your travel plans will change.
