Having lived in both it is far better than SF.
We did manage to get Dovster into a gay bar (the Evita), though we were there so early (10pm) that there were mostly straight girls there at the time.
It is a place where you can hold hands and kiss openly in the streets. (though it is possible these days in Jerusalem).
Almost everyone in Tel Aviv speaks English, with the possible exception of very recent immigrants. Israelis are taught English in elementary school. And certainly all the gay Tel Avivians know English.
