I think UA will have to, just because I have seen SkyPe used on Connexion flights with NH, LH, SQ, and SK and it's an important selling point of WiFi.

Like all things, it's just common courtesy that needs to be exercised by the passengers and if they don't, I am sure the other pax will enforce it.
