Same reason they are discriminating against ex-USA business class travellers going to Taiwan?

FTers are paying $1500 for a D TPE-NFO-SFO-JFK and then using a SWU to enjoy F. The reverse (JFK-SFO-NGO-TPE) is many, many multiples of that.
