How are they supposed to do it? Tell the mom "you can't do this and you must strap your baby down"? What if she says "I don't want to"? What is the FA going to do? Force her to? Threaten to kick her off the plane? There's nothing they can do really.
In the USA, FAA regulations come into play in this situation. If a F/A tells one to use a seatbelt and you do not comply with crew member instructions (especially as it relates to safety), one could be subject to civil/criminal prosecution. I assume a similar Canadian/HKG regulation exists as well.
