I've often found UK law prohibts under 18 or maybe it's 16 year olds having a FF account - at least that's how it used to be when I wanted the miles!
North American FFP seem a lot more reasonable like Flashyphotos has mentioned. Though one occasion when I was that age I noticed the only age related T&C of one FFP was that the form had to be signed by someone over 18. So I kept the form, used the temporary card for a few years and posted the application when I was old enough.
Only trouble was not being based in the US they referred to the European program of a partner airline...and although I got the miles, I wasn't flying very frequently then!
