I flew two F segments on a 737-800. I sat in row 4 for one of those. It reclines fully.

I also sat down for a moment before the flight and tried the bulkhead (row 1) seats. I actually thought they were OK. Given that these new seats on the -800 recline a bit more than older first class seats, your leg room is compromised a good deal when the person in front of you reclines. In row 1 you don't have this problem, and you can easily cross your legs without touching the wall. The only thing you can't do is stretch your feet out in under the seat in front of you.
