Actually they said if you are caught smoking in your room, you'll have to pay a $200 cleaning fee. (And I imagine it's pretty easy to tell if someone's been smoking.)
Westin will face a problem here in New York. European tourists are going to shy away from their hotels for sure. Maybe only 10% of visitors request smoking, but I'd venture to guess 50% or higher of European guests ask for smoking.
