Granted that a sample of one airport does not make a survey on the efficiency of a national airport security organization, let me share a positive experience about CATSA/Winnipeg.
I have not found them incompetent... The contrary is true. They are efficient and screen you in a short time. In fact, they are downright polite and I have a sample of about 25 encounters this year.
They seem to be on the ball as to screening luggage. I travel with a money clip. Most times, I place it in the container provided along with my cell phone and coat. They have often wanted to see the money clip as it shows up on the xray as something unusual. I now place it on the top of the pile in plain view and a cursory glance now solves their concern. I even tested them once or twice and placed the metal money clip in a pocket of my carry-on luggage and I was always rightfully challenged on this perceived unidentified object.
I presume that the Winnipeg personnel are well trained and well managed.
