I don't think a PPS luggage tag helps substitute a First or Solitaire priority tags. In your experience, did it help (i.e., no priority tags on your check in luggage but placed PPS luggage tag (card) = priority baggage handling)?
Yes, the 'Royal Wave' (or nod) works to. I had a situation in MNL once where the counter ran out of red first class priority tags and tagged my bag with a blue job instead. My bag was still first out upon arrival at Changi. Admittedly, this in its own right is not proof of substitute value for the PPS tag - especially since on many occasions i've witnessed non priority luggage off loaded before priority luggage.
