The only exception are the LH HON Circle/First Class lounges in Frankfurt and Munich. The SilverKris F lounge in S'pore is no exception.
You are confusing Star Alliance status entry to lounges with class of service entitlement.
My understanding of SQ's lounge policy at SIN was only special for C passengers in the SKL. Also, places like LAX where the SKL is tiny and they force all non SQ *G and C passengers into the mediocre RG lounge.
