Well, as it appears that the problem is not being solved, it seems obvious what the next step is.
At first I didn't think of the NRSA issue being a very large one in this regard, but the more I think about it, the more I tend to believe it is. Yes, there is the annoyance of the talking and the congregating. However, I'll bet that the much LARGER issue is that it eliminates the sense of exclusivity and respect for the F cabin.
The F cabin FAs are not likely to treat the NRSAs with the kind of pampering that a paying (or upgrading) F pax wants. They know the NRSA didn't pay for it, and they would probably feel a little odd offering that service to a co-worker. It might often be a co-worker of much lower seniority, and therefore showering the NRSA with service would be unnatural.
At the same time, if the FA gives the rev pax the doting treatment, it's going to even accentuate further the presence of NRSAs in the cabin, since they are not receiving the same service. So, NOBODY gets the premium service.
I can see WHY the FAs would be this way, but it doesn't excuse their service one whit. It would go a long way toward solving the problem to take BJs suggestion and limit or eliminate the F travel benefit. Non-rev in C doesn't sound like too bad a perk to me.
