infant safety...how can this be ok?

This may be lack of sleep talking but I'm just aphalled!! On my flight from HKG to YVR, I had the center row in coach. Was sprawled out taking my nap and woken up by a mother carrying her baby. She asked if it was ok if she sat down so of course I did. This is where it got strange.

She then lay her baby down (about 8 months old) without putting on a seat belt and then proceeded to sit back down to her seat. I wasn't paying that close attention - still slight groggy from my nap - so I didn't catch her face or how many rows ahead she sat down. Called the FA and explained the situation and the FA said oh its ok and walked away. What?!

Called another FA and demanded that she find this baby's mother. Found her and explained to her my concerns - if she's going to walk away, at least put the seat belt on. The mother insisted this was ok and the FA said if the mom says its ok then we cannot force her to put one around the baby!

So I spent the remainder of the flight baby sitting. Luckilly no major turbulence, just the usual minor bumps and the baby wasn't a roller. My question is - how can this have been allowed? Never mind the poor parenting but for 2 FAs to just step aside and let this be ok. I guess this doesn't happen often but good grief.
