Well, that's a horse of a different color. It's the amount of snow that really matters ( of course a major blizzard really does). At EWR most delays are volume related. Meaning any glitch in the weather, even minor, can cause delays. There are delays at EWR at peak times of the day even when the weather is perfect. Any time ATC requires just a bit more spacing bewteen planes EWR becomes the home of the delay and misconnect.
Last week I had a EWR flight cancelled the said for weather, which I believe were just higher then average winds
