Not 'all' of the flights in the itinerary have to be operated by UA, but the ones that aren't won't receive promo benefits. Back to the OP's original question, if it was a LH flight operated by UA, it should qualify for the double promo.
I did have similar experience last year. When I called UA, they told me as long as is code share UA# there is no problem.
