Why would all segments in the itinerary need to be operated by UA? The fine print in the offer that I've seen says:
Offer valid on flights operated by
United, United Express and Ted only and not applicable on
United-marketed code-share flights operated by other
carriers. Offer valid for all paid, published fares
excluding government fares.
No mention of the whole itinerary needing to be UA.
