The problem is not with one's foreign address per se (In fact, COH has mailed my Walk receipts here to Japan), but with the billing address of the credit card one is using to charge the Walks to. I have been unsuccessful using several credit cards (mileage-earning) with my foreign billing address, and ended up using one with a US billing address (but one that does not give me any miles
