Elite Plus Experience on Air France

I recently checked in on Business Class counter at IAD on Air France. The agent checked the weight of my bag and he asked me to wait and went inside to talk to his manager. After coming back he told me that my bag is overweight (32 Kg) and the limit is only 23 kg per bag. I was surprised to know that weight but requested him to take it as I was only checking one bag. he said no he can't do that , I asked him to call his duty supervisor. This chinese/asian lady came and said straight away that she will not take my bag. I told her that I am a Elite Plus member and checking only one bag can you atleast consider that. SHE TOLD ME THAT IF YOU WERE AIRFRANCE FLYING BLUE ELITE PLUS member then only she would take my bag and will not take from DELTA ELITE PLUS................

Long story short and she gave me a card board box to remove my extra stuff. I did remove some of the stuff and then checked the weight on a nearby scale. It came only 16 Kg.... GUYS that idiot gate agent had his scale set on lb and she told me and his supervisor that it was 32 Kg instead of 32 lb.

Called the manger again and she did not offered any apology.

Who should I complain this thing with and Why she said that Airfrance Elite PLUS is different than Delta Elite PLUS. Isn't Skyteam all same.
