I have had dozens of Chase/Bank One cards and they have
always refunded the annual fee when closing the account. The goes for Citi AA MC and the US Bank WP Visa.
I have never been told no. Most of the time they remove the fee without me asking. A few times I have had to ask. Twice, with Chase, I have even paid it and they sent me a check for the return.
