Also once you have qualified for Gold and Silver I would make a token award of tier points for discounted Y fares - similar to the 25% miles - so 5 points for a shorthaul and 20 points for a long haul. That would still make it difficult for people who only fly discounted to retain status - but offers a token reward for people who are still regular travellers.
