The ONLY place in the world where I've had problems because of this in particular and where I had my Mach3 blades taken away -- one unopened boxes that I was willing to open and one already used single one -- was by German security loonies at FRA.
Manila is officially as bad - according to the signs displayed at Security, disposable razors are one of the prohibited items there as well. They've never stopped me for carrying one though.
Manila security is nuts though - don't get me started on their policies with masking tape, belts, etc.
