Not always true. I've refused to remove my jacket on occasion, willing to take the secondary. And politely told the screener that. A couple of times, screeners have used the same tired line as you have above:
Do As You Are Told Or You Will Not Fly.
A polite GTH just makes them madder.
Go kick your dog or beat your spouse, I reply, but leave me alone 'cause I'm going thru the WTMD with my jacket on, thanks.
