I know I have read that diplomat's children are citizens of their home country, not necessarily the place where they were born. (inverse of diplomatic immunity perhaps?)

Did her parents register her as a citizen of their home country? Has she held a passport issued by another country? Did she ever previously claim dual citizenship? Those factors may also effect her chances of U.S. citzenship and an American passport.
