The issue was that when we had upgraded on a Lat Pass and upgraded to J the day before but then needed to change to a flight that was M0J9 that we couldn't do it since we needed to go into M first before getting J. AC said they would fix it (IIRC) and let the jump from J on your current flight to J on your changed flight even if it showed M0. I guess this is not the case for the city passes?
This has been fixed - if you make changes within 24 hours, your segment can be rebooked directly into J. Although nothing has changed in regards to airport upgrades, if you request an airport UG, it will be handled just like Aeroplan cert UG. No "J" standby permitted at the airport on the pass.
