Perhaps eVIP Cert# required in PNR when upgrade clears

As I understand it when the upgrade clears the eVIP certificate number has to be assigned to the reservation. To assign the certificate number the certificate has to be pulled from the donor's inventory and this requires the donor's approval. If there is no record of the eVIP upgrade certificate having been assigned then at check-in time the passenger is greeted with the traditional "How are you planning on paying for the upgrade today?"
