I think that's a misleading sentence in the OP's post. I highly doubt it's got anything to do with the Korean authorities. Governments do some really dumb stuff on occasion, but there are no longer many governments that require visas for their own citizens.
I know of only one - expat Cubans need to get visas if they want to go home. No idea who else.
