Had this happen at a French Quarter hotel in N.O. Same story - room cleanup was lacking (I forget - towels weren't changed or not enough towels or something) and on checkout we discovered that the maid had spent the time on the phone instead of cleaning.

Not much the reported maid can do in retailiation after I've checked out...
