How about the smokers who occupy a non-smoking seat, but go to the deck between carriages several times during their journey (even between non-smoking carriages) to have a surrepticious ciggie or two? (Despite the "no smoking notices between carriages)

Result = The deck area fills up with cigarette smoke which also spreads to the front rows of the non-smoking carriages. Unpleasant.
