Canadian fares have been fairly high, and with WN flying from BUF, many from Toronto have been going to BUF for domestic flights. Used to be that for international flights, upstate NYers would go to Toronto or Montreal because flights were cheaper there (one factor was the exchange rate). This hasn't been true for some time now, though.
