Which policy is it that calls for the flight crew to "abandon ship" on the ground and leave the passengers behind? AS? FAA? FBI?

I understand why leaving makes sense on the one hand - no flight crew means not able to go anywhere (provided none of the hijackers is certified to fly the plane), but on the other hand, the passenger's safety is in the hands of the Captain and so having them "book it" to safety...
