and want to use the prepaid SIM card just to call my roman friends when I'm in town - so I've been trying to figure out which company would give me the best local rates. The other thing is, two of my friends have Vodaphone - so am I right in thinking that if I got a Vodaphone prepaid SIM card that it would have a better deal when I call them?
Yes, the rates will be better if you have a cell phone from the same company. Anyway the first time you get your card you have to choose the plan you want.

16 cents when the call is answered + 19 cents/min to all phones
Zeroscatti
No minimum charge, 15 cents/min fixed phones and TIM, 45 cents/min all others
Vodafone :
Vodafone people
Minimum 7 cents, 7 cents/min vodafone, 30 cents/min all other numbers
Easy Day
No minimum, 7 cents/min vodafone, 25 cents/min all other numbers
USA : 60 cents/min
