Four hours, in my opinion, really isn't that much time to do much of anything in Hong Kong, unless you want to rush through lunch a catch a glimpse of the city. It's going to take you about 30 min to travel between the airport and the city -- the trains run approximately every ten minutes. I would say you're better off visiting the Pier or the Wing, showering and relaxing before your next flight.
As for which one is better, everyone seems to have their own opinions, and with the 4 hours you're going to have, you'll have enough time to spend a bit of time in each. I've only been to the Pier (though in the first class section) and had a wonderful experience. Wide assortment of food and drink, comfortable surroundings, and very polite and attentive staff. You'll be in for quite a treat. From what I hear from some colleagues of mine, I missed out on the Noodle Bar -- so you might want to give it a try.
