That is exactly the reason why it's there - that is, the exclusion of transatlantic Q and non-domestic (using the AA definition of domestic, which includes Canada, Mexico, et cetera) O fares from earning miles (both qualifying and redeemable) and Q-points.
That said, however, the thread's subject header is incredibly misleading, as there is nothing that says that all AA tickets purchased on Travelocity do not earn miles (as the title suggests). Nor is this specifically a Travelocity issue - the international tickets in question will not earn miles regardless of where they are purchased (be it Travelocity, Site59, or even AA.com).
