Choose another "always" 3 class route, like SEA-DEN on UA 876. No discount premium cabin fares exist. That Is The Way It Is. Why? Well, my guesses are that the 3 cabin planes would fill up with the QUP's in D or A as well as the D->NF upgraders and leave no room for the connecting intl pax, which are the real target of these 3 class continuation flights. That, and repositioning of course.

UA knows that these 3 cabin flights are obviously more desirable and they won't let them go to cheap QUP fares. Pay the full C/F fare, or be one of the connecting intl pax.
Sure all that makes sense. Still, why publish a Business Class fare that is not applicable to any plane with a Business Class???
