Looks like you live in NYC. I would say that anytime that you would think would be a good time to be in New York would aslo be good for Chicago. I've been in Chicago when it was well below zero and up into the 100s and I've never had a bad time. But like NY, there's nothing like being there on one of the "ten best days."
